Most (good) Rippers let you plug in your choice of MP3 encoder. Without a doubt, the encoder to use is LAME. You can get it here:

For ripping, and free, there is no doubt that Exact Audio Copy is the software you should use. It is the best quality, hands down, and it does the best job of dealing with scratched/damaged CDs. However, it has a few glitches and its UI isn't quite as easy as others. You can find it here:

If you want something easier to use the works pretty well, I suggest AudioGrabber. It is shareware, but it works great and is very easy. It only costs $20 and you won't regret your purchase.
